The first objective of the presentation was to summarize select recent analyses of the retail rate impacts of renewable electricity. This review emphasizes—but is not exclusive to—research by National Labs. Furthermore, it:
- Includes work focused on historical and, to a lesser extent, future rate impacts
- Does not address the additional cost of federal tax incentives to the U.S. Treasury, and
- Does not address other federal or state-level incentives whose costs would not impact retail electricity rates
A second objective is to introduce limitations of the available literature because rate impacts remain only partly assessed. Further high-quality work in this space is warranted A third objective is to highlight a wide range of estimated historical and possible future rate impacts.
- Variations in part based on different assumptions and methods
- Variations are also driven by widely varying policies and characteristics of different states
- National average rate impacts are relevant, but state and utility-level impacts are arguably more relevant
