In the third quarter of 2014, winds were above normal relative to the long-term, third-quarter norm (1988 to 2012) across northern Latin America, central Africa, southern

India, and portions of Southeast Asia. Winds were below normal across much of North America, Europe, and China. Wind speeds across most of the United States ended the quarter below normal, including the northern High Plains, Interior West, and Hawaii. The Northeast rounded out the quarter with near-normal wind conditions, due to strong above-normal winds east of the Mississippi at the beginning of the quarter.

Below-normal wind speeds were seen across much of Northern and Western Europe, a pattern that has persisted since the previous quarter. This is in contrast to the Black Sea region of Eastern Europe, where above-normal wind speed conditions have held through much of the year.
