Energy and Environmental Affairs Secretary Ian Bowles set a statewide greenhouse gas (GHG) emissions limit in Massachusetts for 2020. It’s required by the Global Warming Solutions Act of 2008 at 25% below 1990 levels, the maximum authorized by the Act, saying that measures already in place will get Massachusetts much of the way toward that goal.
